Pradhan Mantri Krishi Sinchayee Yojna: (2013-14 started as NMMI than as OFWM and 2015 changed to PMKSY)
Pradhan Mantri Krishi Sinchayee Yojna focuses on enhancing water use
efficiency by promoting appropriate technological interventions like drip and
sprinkler technologies, efficient water application & distribution system,
secondary storage and drainage development. The unit cost of Drip irrigation varies
with respect to plant spacing and location of water source. Moreover, the cost
of the drip system varies from state to state depending upon volume of demand,
marketing network etc. Accordingly, the states have been categorized into three
categories viz Category A, B & C. Keeping in view the level of awareness,
proximity to the manufacturing units, distance involved in transportation,
potential for drip irrigation, the cost of drip system in Category ‘B’ States
is estimated to be 15% higher than Category ‘A’ States while for Category ‘C’
states it is estimated to be 25% higher than Category ‘A’ states. Himachal
Pradesh falls under Category ‘C’. Support to each farm family under Pradhan
Mantri Krishi Sinchayee Yojna component has been restricted to a farm size of 5
Ha. However, beneficiaries who have already availed the benefit of central
support for micro-irrigation cannot avail further assistance for the same land
for the next 10 years. The water resources developed through watershed
development programmes/ MGNREGA in the demonstration area should invariably be
linked with the activities of Pradhan Mantri Krishi Sinchayee Yojna component
for its potential use.
For this purpose the subsidy on micro-irrigation has been enhanced from
50% to 80% (30% state share).

Mission of Agriculture Mechanization (SMAM)
Govt. of India has started a dedicated scheme namely
- Sub Mission of Agriculture Mechanization (SMAM) for the promotion of farm
mechanization which include large number of components whereby assistance is
provided to the farmers for the purchase of various modern farm tools and
machinery in the form of back ended subsidy.
In Himachal Pradesh, SMAM was implemented by the
State Agriculture Department and no funds were provided to the Horticulture
Department. Keeping in view the large number of horticulture farmers in the
state and huge demand for orchard management modern tools and power operated
machinery / equipments, GOI has approved two components (Component 3: Financial
assistance for procurement of agriculture machinery and equipment &
Component 6: Promotion of farm mechanization in selected villages) to be
implemented by State Department of Horticulture from financial year 2019-20.

Other Highlights:
Ø
Increase the fruit production
from approx. 8.0 lakh MT to three four times MT for temperate fruit crops &
similarly sub-tropical fruit crop
production shall enhance from 0.67 Lakh MT to 2-3 Lakh MT by the end of project
period through Introduction of new elite plant material.
Ø
The productivity of fruit crops shall enhance from 5.02 MT at present
year 2015-16 to 15 MT(approx.) by the
end of project period 2022-23 with the import of global importance cultivars.
Ø
Total import 20.68 million different elite plant material of Apple,
pear, cherry Apricot etc. during the project period w.e.f. 2015-16 to 2022-23.

Total area coverage: 18200 Hectare under new & 3000 Ha under
re-plantation in old apple orchards.

marginal farmers, & strengthening of marketing/post harvest infrastructure

Major Components of the Project:
Component A: Horticulture production and Diversification:
- Import of fruit plants( temperate &
sub-tropical fruits)
- Strengthening of PCDOs (initially 33 numbers of Progeny Cum Demonstration Orchards of the Department of Horticulture shall be developed under the project by this Society).
Component B: Value Addition and Agri-enterprise (CA stores, FPO, Agri-business)
Component C: Market Development (up-gradation of existing market yards,
Market intelligence).
